It's OK just to use the ones in the assignment. 
However, it's a good idea if these rules are
given as Prolog facts (rather than being part
of the algorithm) so that it becomes easy to add
new rules to the program. Like this:

   rule(..., ...).
   rule(..., ...).
   rule(..., ...).
   rule(..., ...).

   genVanityPlates :-
         ....
         rule(F, T),
         ....
